Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Precise information on deadline(s) for lodging appeals: The University will incorporate a standstill period & issue standstill notices to all parties who submit a tender in response to this procurement opportunity upon completion of the tender evaluation process. The notification will provide information on the award decision. The standstill period will run for the minimum period required by the regulations which provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into by the University.
The Public Contracts Regulations 2006 (si. 20006 No. 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales & Northern Ireland).
