II.1.5)Short description of the contract or purchase(s):

Northern Gas Networks Limited (NGN) is the company responsible for distributing gas to homes and business premises across the North of England. As part of the restructuring of the gas distribution business in England, NGN successfully acquired the North of England gas Distribution Network (DN) and took control of the assets on 1.6.2005. NGN has been responsible since then for the transportation of gas to the North of England via 37 000Km of pipelines.
The DN is located in the North of England and extends south from the Scottish border to South Yorkshire and has coastlines on both the East and West sides of the region. The DN contains a mixture of large cities such as Newcastle, Middlesbrough, Leeds and Bradford and a significant rural area including North Yorkshire and Cumbria. The area covers approximately 6,7 million inhabitants and has approximately 2,6 million customers. The DN is supplied via 23 off takes from the National Transmission System.
NGN currently has a Framework Agreement in place which terminates in September of this year and the company is presently planning for its replacement. Our current expectations are that we will appoint a small number of partners to deliver the IT services.
The present agreement was constituted to provide project development and delivery services however NGN now wishes to extend the scope of services to embrace all the key IT services required to support the business critical processes of a Gas Distribution utility company.
This will include, but not be limited to, the provision of the following services:-
– Service Management and Delivery
– Data Centre Hosting
– Network Provision and Management (LAN and WAN)
– Systems Integration
– Infrastructure Management
– Applications Management (Support and Development)
– End User Services
– Professional Services including Consultancy and Project Management
Overall governance of the IT operation will remain the responsibility of the NGN Head of Information Services including Strategy, Design Authority, Technical Assurance, Change Management, Supplier Management, etc.
Your organisation must be able to meet 90 % to 100 % of the CPV requirements.
All applicant financial account must exceed GBP 10 000 000 turnover.
