This procurement relates to an infrastructure re-fresh of the IT environment at the contracting entity’s premises, including the provision of new hardware and software platforms to support its business requirements. The proposed contract covers four discrete elements:
(a) design of infrastructure;
(b) hardware supply;
(c) software supply; and
(d) installation services and support. At the invitation to tender stage of the process, qualified tenderers will be provided with the contracting entity’s specific functionality requirements in relation to its IT infrastructure, in relation to which tenderers will be asked to provide their design and technical specifications for hardware, software and services to deliver the composite solution to the contracting entity.
Tenderers should note that at this stage they will be asked to provide separate proposals for delivery of:
(a) hardware;
(b) software solutions; and
(c) services, and, subject to the terms of the invitation to tender and the contracting entity’s discretion, the contracting entity reserves the right to benchmark the prices proposed by tenderers for supply of each of the hardware and/or software solutions identified by the tenderer against the prices which could be achieved by the contracting entity sourcing the same hardware and/or software solutions (specific to the part number and/or specification identified by the tenderer) directly from suppliers and/or manufacturers and accept (and award a contract in respect of) the provision of services (including design, installation and support) outlined in the tenderer’s response only and separately procure its requirements for the hardware and/or software solutions outlined in the tenderer’s response. By way of indication and approximate estimate only, the contracting entity estimates that the value of the hardware and software required to meet its functional requirements is in the region of GBP 100 000 and services (including design and installation) for the first five (5) years of the contract is GBP 200 000.

It is anticipated that the contract will commence in March 2013. The contract will be awarded (subject to the conditions and discretion referred to in Section II.1.5 of this notice) for an initial period of five (5) years. The contracting entity will have the option, at its discretion, to extend the contract for up to five (5) further periods of one year each, subject to the terms of the contract and performance of the service provider.

The costs of responding to this notice and participation in the process will be borne by each tenderer. All discussions and correspondence will be deemed strictly subject to contract until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of both parties.
The contracting entity has an IT infrastructure that supports 120 users and 80 concurrent users on its LAN, with a total of 29 servers. The contracting entity will require, as part of its minimum functional requirement for services delivery, on-site response by the services provider within 45 minutes of an issue arising.
Tenderers satisfying the selection criteria at the pre-qualification stage of the process will be afforded the opportunity of a site visit. Further details will be provided by the contracting entity in due course. Subject to a sufficient number of satisfactory responses being received, a maximum of the top 5 ranked tenderers will be invited to tender following the selection stage of this process.

Precise information on deadline(s) for lodging appeals: The contracting entity shall, as soon as possible after the decision has been made, inform tenderers of the decision to conclude a contract. A standstill period of 10 days shall then apply during which the contracting entity shall not conclude the contract. Appeals against the decision of the contracting entity to award the contract may be made within this period to the High Court of Justice in Northern Ireland as above.
