The European Banking Authority (EBA) and the European Insurance and Occupational Pensions Authority (EIOPA) intend to conclude contracts for IT infrastructure services and projects. The services will include but not be limited to the following: managed data centre capacity, IT network storage and server capacity, telecommunication systems, Internet systems, remote access solution, projects in the IT infrastructure area. The contractor will be responsible for the implementation, maintenance, support and operation of the EBA’s and EIOPA’s IT systems throughout the full system life cycle in a redundant and managed off-site data centre.

II.2.1)Total quantity or scope:

The service contracts shall be entered into for a duration of 2 years with a maximum duration of 7 years. The service contracts shall be renewable up to 3 times (2+2+1). The estimated maximum aggregate value of the service contracts without this being binding over the maximum possible duration of 7 years is between 16 800 000 EUR and 19 000 000 EUR. The EBA and/or EIOPA may at a later stage (during the 3 years following conclusion of the original service contracts) exercise the option to increase the maximum value of the service contracts via negotiated procedure with the successful tenderers in accordance with Article 126(1)(f) of the Implementing Rules of the Financial Regulation (Commission Regulation No 2342/2002). The framework contracts shall be entered into for a duration of 2 years with a maximum duration of 7 years. The framework contracts shall be renewable up to 3 times (2+2+1). The estimated maximum aggregate value of the framework contracts without this being binding over the maximum possible duration of 7 years is 2 520 000 EUR. Groups of economic operators (consortia) are authorised to submit tenders (joint tenders). In this case, each member of the consortium shall fulfil the requirements and accept the terms and conditions set out in the invitation to tender, the tender specifications, the model contract as well as all the relevant annexes.
The members of the consortium shall designate 1 member as consortium leader with full authority to bind the consortium and each of its members. The consortium leader shall act as a single point of contact with the EBA and EIOPA in connection with the present procurement procedure. All members of the grouping must be jointly and severally liable for the execution of the contract.
The EBA and/or EIOPA may not demand that consortia have a given legal form in order to be allowed to submit a tender. However, the consortium selected may be required to adopt a given legal form after it has been awarded the contract and before the contract is signed, if this change is necessary for the proper performance of the contract.

Information and formalities necessary for evaluating if the requirements are met: Applicants are required to complete a prequalification questionnaire (PQQ) which is obtainable from the address given in point I.1. It should be downloaded from the address of the buyer profile given in point I.1 of this notice. It must be completed and returned with the requested supporting documents no later than on 5.9.2012 (12:00), BST to the address given in point I.1. Applicants are required to provide full legal entity details including name, legal status, address, company registration number, organisational chart, together with proof, as detailed in the PQQ. Applicants will also be expected to make a declaration with regards to exclusion criteria as detailed in the PQQ which must be supported by the appropriate proof listed therein.
