Description of the contract
Requirement DWP require an external supplier with specialist capability in IT Service Management to design, review and deliver a repeatable workshop framework that identifies and captures detailed Key Performance Indicators (KPIs). The objective is to give DWP Corporate IT the capability to identify and agree KPIs with individual DWP individual business areas/units and to create a repeatable workshop framework for KPI reporting. Initially, support may be needed from the supplier to embed the capability to run the workshops. The repeatable workshop framework will enable DWP to capture the business requirements for Information Systems from various DWP business areas/units so that the service definition, service reporting and overall performance reporting of the services to be tendered by the DWP’s Future Contracting Delivery programme (FCD) is more aligned to recognisable business services rather than technology stacks or IT components. The KPIs identified will be potentially used as data in an automated dashboard that will enable Senior Managers to better understand how IT is performing. Approach and Location This framework will be tested by the successful supplier on a single nominated business area to prove the framework is correct & produce a Business Requirement Report. The plan is that the workshop will be run at a DWP office (potentially Peel Park, Blackpool or Birchwood Park, Warrington). Once this has been completed and signed off, DWP will roll out the approach for the outstanding business areas, with support -only if needed – from the supplier. Context The Business Requirement Report will enable DWP to be better informed in the development of their draft ITT’s and in the DWP Vendor Engagement for the Future Contracting Delivery (FCD). The Future Contracting Delivery (FCD) Programme is responsible for the delivery of a programme of commercial activity to provide the contractual arrangements for the provision of the Departments future strategic IT requirements, including networks, hosting, service integration and security services. FCD is one of the top major programmes and is critical to DWP for its business delivery which is dependent on the underpinning IT. Budget The assignment will be for capped at a cost of £16,500 (exc. VAT). It is estimated that this will require 20 days effort, although bidders can define their own resource plan. Confidentiality The successful supplier will have access to DWP data and each member of the proposed team will need to sign a Confidentiality Undertaking before starting work.
