Description of the goods or services required

This is an invitation to tender for work developing units and qualifications for use in higher level apprenticeship frameworks for the creative and cultural industries in Wales. This work will consist of three separate strands.

– Development of level 4 and 5 units for the creative and cultural industries in Wales.

– Development of qualifications structures at level 4 and 5 for the creative and cultural industries in Wales.

– Consultation on other components required within higher level apprenticeship frameworks using the developed units and qualifications

For the purposes of this tender, the creative and cultural industries are taken to mean the following areas:

– Craft

– Cultural Heritage

– Design

Total quantity or scope of tender

The outputs of this work should include:

– The development and accreditation of units and qualifications to underpin six higher level apprenticeship frameworks covering levels 4 and 5 in Craft, Cultural Heritage and Design respectively. These frameworks must be compliant with the current specification for apprenticeships in Wales (SASW). Creative & Cultural Skills will develop and issue the frameworks but consultation on the required components should be undertaken.

– Units and qualifications developed must meet the current needs of the sector. Where Creative & Cultural Skills has National Occupational Standards (NOS) to underpin these units and qualifications these will be provided.

– Consultation events to be held in North, South and Mid/West Wales for each of the subsector areas (9 in total). Creative and Cultural Skills will organise attendance and venues and will cover the cost of the events separately. These events should include consultation on all components including the apprenticeship frameworks.

3 Conditions for Participation

3.1

Minimum standards and qualification required

We welcome both independent and collaborative proposals from awarding organisations that can demonstrate the following profile/experience:

– A knowledge of the qualifications landscape for the creative and cultural industries in Wales.

– A proven track record in developing and accrediting QCF and CQFW qualifications.

– The ability to work during the indicated timetable (see ITT timings section).

– A commitment to diversity and equality.

– A commitment to operating in Welsh in Wales (for example by making units available in the Welsh language, Creative & Cultural Skills would undertake the translation)

CVs should be included for all people involved in the project. Sub-contracting of this work will not be permitted.

Tender submissions should be no more than 10 pages. Contractors are asked to submit an electronic version of their tender and a hard copy version; however the hard copy can be sent to us after the submission date.

5 Other Information

5.1

Additional Information

The cost of the project will be a fixed, all inclusive price including VAT and expenses and should be broken down into the following headings for each element of tender:

– Number of days and proposed costs per day

– Cost of any materials

– Other costs as appropriate

– Estimated expected costs of travel and subsistence (these would be payable in addition to the tendered amount and should be limited to reasonable expenses required to attend consultation events and meetings)

Payment will be split upon the delivery of each milestone.

All work and associated invoiced costs should be sufficiently detailed for our ESF claiming process, as required as part of the SPFP project. Details of what is expected will be provided at the project initiation meeting for the successful tender.

Should submitted proposals not satisfy the tender specification we reserve the right to withdraw the tender.

Suppliers are responsible for their own costs in responding to the tender.
