Derby City Council (DCC) and its partner organisations have embarked upon a major and far-reaching programme of change across the City in pursuit of key outcomes in the Derby Plan. The regeneration of Osmaston which is a top priority for the City will play a key role in this programme. The Council intends to procure a private sector partner to play a long-term role in a transformational programme for Osmaston. The objective of the procurement process is to secure a Delivery Partner for the area that will be able to achieve the essential outcomes and begin the transformation process.
The procurement will allow for the delivery of a first phase of development including a new two-form entry primary school and an initial tranche of housing. The delivery of a school will meet a key objective of the community and assist with the sustainability and values of the future housing phases. The delivery of a first housing phase will help to back the viability of the school, provide additional security in terms of assets and income for borrowing, and will also deliver social units to meet the housing need for the area. This memorandum is set out to define the broad requirements for a delivery plan, whilst also allowing enough scope for bidders to innovate and provide sustainable models that will ensure the transformative regeneration of Osmaston.
It is envisaged that the delivery partner will enter in to a joint venture arrangement with Derby City Council and a Local Asset-Backed Vehicle (LABV) under the control of, (it is anticipated subject to further discussions with the Council’s preferred partner) a limited liability partnership (LLP) will be created to hold the land and to secure finance. The procurement process is being run by Derby City Council with the involvement of Rolls-Royce under a Collaboration Agreement entered into between them which is intended to achieve the outcome of a full site remediation and outline planning permission for the sites, which will allow proper quantification of the “dowry” agreed to be paid by Rolls-Royce as a commuted sum for decontamination of the sites. Although outside of the formal legal structure of the LABV, the continued involvement of the community via local stakeholder entities (see below) is critical to ensuring that the physical regeneration is matched to and enhanced by the progression of social regeneration. In particular, prospective partners should note that DCC is committed to contributing to the social, economic and environmental well being of the wider community. Accordingly, while the requirement to do so will not be mandatory, the successful partner will be expected to consider opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this project.
