Social work and related services. Financial and insurance services. Provision of services to the community. This contract is for the operation of a scheme to open and make payments into Junior Individual Savings Accounts (Junior ISAs) for certain children in local authority care. The Government would provide funding for the payments. However, it is anticipated that the scheme would further benefit eligible children by attracting and distributing additional funding from non-Government sources. The scheme would also provide financial advice to enable children who have received payments to make the most of the money when it becomes available to them. The successful contractor(s) would be responsible for:
— ensuring eligible children receive payments due to them under the scheme,
— acquiring the necessary data from local authorities to make the payments and handling that data in compliance with Government policy on data security,
— selecting, opening and making payments into accounts and providing ongoing management of accounts while children remained in care,
— providing all relevant information about the accounts opened and payments made to local authorities, the children and their carers,
— securing contributions from donors to establish a fund to provide additional support for eligible children, managing this fund effectively and distributing it,
— helping prepare beneficiaries to use the asset of their Junior ISA appropriately and promoting good financial behaviour to beneficiaries of the scheme,
— Providing regular management information about the operation of the scheme.
