Drug and alcohol services in prisons are changing…

Kent and Medway Drug and Alcohol Action Teams (DAATs) are working in partnership with the eight prisons in Kent and Medway and Dover Immigration Removal Centre to commission a new substance misuse (drug and alcohol) service across these establishments from 1 October 2012.  A three month mobilisation phase is expected to start from 2 July 2012.

The Kent and Medway Prison Substance Misuse Service will be managed by a prime provider for an initial contract period of three years with a possibility of extension for a further two years.

The prime provider will be responsible for delivering or funding (through sub-contracting arrangements) the full range of services to support and promote long term recovery including:
·         Advice, information  and brief interventions
·         Intensive key-working and counselling
·         Clinical detoxification, stabilisation and substitute prescribing
·         Rolling programme of interventions to support recovery and rehabilitation

The service will be required to operate across in the following 8 Prisons: Blantyre House, Canterbury, East Sutton Park, Rochester, Maidstone, Elmley, Standford Hill and Swaleside.  The service will also be required to provide appropriate GP cover at the Dover Immigration Removal Centre.

The estimated annual contract value is expected to be in the region of £4.8 million per year subject to satisfactory performance and delivery of relevant targets.

We are seeking Expressions of Interest from suitably experienced organisations with a proven track record in delivering substance misuse services to and the ability to deliver this innovative new service across the prison estate in Kent and Medway.

The deadline for Expressions of Interest is Midday, 26th March 2012.

An Invitation to Tender (ITT) will be issued on 27th March 2012 to all organisations submitting expressions of interest by the deadline. This tender is being carried out electronically using Kent County Council’s e-tendering system (ProContract). When the ITT is available an email containing the link to the e-tendering site will be sent to all suppliers that have expressed their interest.
