There are 25 operational catering outlets, across the London Underground network, some of which are open 364 days a year, excluding Christmas Day. The remainder operate on a five day week with closure on bank holidays.
The Authority requires a specialist deep clean service at these catering outlets.
The work is to be carried out on the basis of a call-off service, which shall be agreed by the Authority as and when deep cleaning of catering areas is required.
The scope of the service shall include the provision of all management supervision, labour, PPE, uniforms, materials, consumables, sundry supplies, equipment, transport and associated costs, waste transfer and disposal to provide:
— thorough deep cleaning of kitchen and associated areas, fabric and fittings, seating areas and ancillary rooms including all statutory requirements,
— thorough deep cleaning of all heavy duty catering equipment including all statutory requirements,
— thorough deep cleaning of kitchen ventilation canopies/hoods, air handling equipment, extract ducting and filters (if not disposable), fan blades, supply louvers and casings, vent ducting and motor castings.
The Service Provider will also be required to carry out site surveys and provide method statements and risk assessments, which will be specific to each operation where cleaning is undertaken.

This OJEU notice is non-mandatory as the requirement falls under the Utilities Contracts regulations and falls below threshold values – Standard OJEU timescales do not apply.
These Contracts will also be available to other members of the TfL Group (for details see www.tfl.gov.uk). The contracts will also be available to members of the Greater London Authority (GLA) family, which currently are the London Fire and Emergency Planning Authority (LFEPA), the Mayors Office for Policing and Crime, The London Legacy Development Corporation (LLDC) and other publicly funded bodies within the greater London area (including but not limited to The London Ambulance Service) should they wish to join the Contract at any time during the agreement term.

Tenderers interested in being considered for the tender for this requirement should express their interest by means of completing a pre-qualification questionnaire detailing their capabilities. The contract will be up to a maximum of 26 months. Transport for London (Tfl) is a complex organisation operating both as an executive agency of the Greater London Authority (GLA), under the direction of the Mayor of London and as a provider of transport services. The scope of proposed services may encompass activities within the scope of both Directive SI 2006 5 and Directive SI 2006 6. Services to be provided in relation to activities which are subject to the Directive SI 2006 6 (Utilities) will not be subject to a separate notice. The services may be provided to Tfl and/or its subsidiaries and may also encompass London Regional Transport (LRT) and/or the GLA and some or all of its functional bodies. The contract may be awarded to the successful contractor by any part of Tfl and/or any of its subsidiaries. The awarding authority reserves the right to withdraw from the procurement process and/or not to award any contract as a result of the competition called for by this notice. The Awarding Authority shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding the procurement process. All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in pound sterling and all payments under the contract will be made in pound sterling.
