Landscape architectural services. Bancroft Gardens is an urban park of 8.5 acres located in the centre of the historic market town of Hitchin. It is a designated public open space and lies in a conservation area. The Gardens are owned and maintained by North Herts District Council and are the only green space in the town centre. NHDC’s Green Spaces Strategy has identified it as a site in need of improvements. It is also identified as an important green space in the Conservation Area Character Assessment. Bancroft Gardens has a variety of trees and formal garden areas, a children’s playground, a bandstand, a river walk and facilities for sport (tennis courts, bowling greens and the bowling green pavilion). It also contains a timber framed 1960’s hall which has been identified for removal in the council’s Community Halls strategy. This gives the opportunity to increase the availability of green space and maximise the community use of the 1920’s retained brick built bowls pavilion. The Gardens can accommodate informal recreation and has an event space for larger gatherings.
Based on an adopted master plan work with the local community and park user groups to develop a Parks For People Lottery application for Bancroft Gardens and to oversee and manage the redevelopment of the Gardens. The consultant will be required to undertake the project in accordance with Landscape Institute terms and conditions as amended, the Landscape Institute work stages and other services namely the Parks For People Lottery applications.

II.2.1)Total quantity or scope:

The services will be provided in accordance with the Landscape Institute terms and conditions and will be split into four distinct phases. Each phase will comprise of the relevant Landscape Institute work stages. The project will start at work stage A and finish at work stage L and will require design, contract administration and development and submission of lottery applications.
Phase 1: Development and delivery of fist round Parks For Peoples Lottery application.
Phase 2: Development and delivery of a second round Parks For People Lottery application.
Phase 3: Procurement and appointment of lead construction firm.
Phase 4: Contract administration of construction works and rectification period.
The consultant will be responsible for the appointment of all sub-consultants required to deliver each of the four phases of the works. The consultant will be responsible for the procurement of the main building contractor on behalf of the Council and provide contract administration services for this contract.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

Contract will be based on the Landscape Institute terms and conditions for the appointment of a consultant. The contract is amended to meet the needs of the Authority and the services are in accordance with the Landscape Institute work stages A to L with additional services required for the lottery applications.
Contract documents will be available to all applicants that are successful at the Pre Qualification Questionnaire Stage.
III.1.4)Other particular conditions

The performance of the contract is subject to particular conditions: yes
Description of particular conditions: The estimated value of all four stages is between 250 000 to 300 000 as confirmed in this notice. However Council approval is required to progress from each of the four stages. See section II.2.1) of this notice for detail on the four stages.
The estimated value for the first stage is between 50 000 to 60 000 and the Council will only be in a position to award the contract for this first stage on completion of the tender process.
The estimated value of the second stage is 70,000 to 90 000 and the estimated combined value of third and fourth stage is 130 000 to 150 000.
Therefore there is a risk that the project may not proceed beyond the first, second and third stages. The Council reiterates that only the first stage of the project can be awarded on completion of the tender process and applications for the Pre Qualification Questionnaire stage and tenders for the Invitation to Tender stage are submitted on this basis.
