The “Affordable Homes New Build Programme” is an exciting project to deliver high quality new homes to offer real choice for the residents of London Borough of Newham. Newham intends on awarding up to 8 packages of work over 8 “Lots”. This Contract covers the first tranche of work to construct residential dwellings within the Borough. Contractors appointed to this Contract will be employed as “Design & Build” contractors and will be expected to provide full design services in connection with the projects under each “Lot”. Section IV: Procedure
Objective criteria for choosing the limited number of candidates: Applicants will be shortlisted based on criteria set out in the PQQ and accompanying documentation this should be referred to for further information. Please note that the envisaged number of bidders to be invited to tender set out above is a ‘per lot’ figure and not across the procurement activity, i.e. 5 bidders per lot.
Additional information about electronic auction: The Authority has a policy of using electronic auction wherever practical to do so. Subject to the provisions of the Public Contracts Regulations 2006 (as amended), the Authority therefore reserves the right to use an electronic auction, the full details of which will be set out in the Invitation to Tender (ITT) and accompanying documentation.

Section VI: Complementary information
The Authority has adopted Constructionline, the UK government certification service for construction-related contractors, consultants and material suppliers to reduce the administrative burden on suppliers wishing to apply for this opportunity. If you are already registered with Constructionline, you will not need to complete the PQQ in full – simply supply your Constructionline membership number and complete only the “Supplementary” questions contained therein. Please ensure you log-in to your Constructionline profile and confirm the information they hold on your company is accurate and that you are registered for [Building – Design & Construct] and have a notation value or above notation value in place in respect of each of the “Lots” you intend on applying for. You must do this no later than 3 days prior to the closing date for submission of PQQ responses to ensure any changes can be made to your information prior to the closing date of this notice.
