Justification for the choice of accelerated procedure: The accelerated procedure has been identified as the only practical route to market given constraints imposed by Glasgow City Council as a result of the 2014 Commonwealth Games. An embargo of April 2014 has been placed on work activity that may affect transportation routes in City of Glasgow. Therefore in order to meet the programme, it is vital that all key work activities are completed before this time.
