Description of the contract

Background The Government’s vision is for every home and smaller businesses in Great Britain to have smart electricity and gas meters. Domestic consumers will also be offered an in-home display (IHD). The rollout of smart meters will play an important role in Britain’s transition to a low-carbon economy and help us meet some of the long-term challenges we face in ensuring an affordable, secure and sustainable energy supply. The Government is committed to a comprehensive roll-out of smart meters, involving the installation of over 53 million meters in domestic and small and medium non domestic premises by 2019. In Great Britain, we are adopting a supplier-led approach to roll-out. We have decided not to impose constraints on suppliers in relation to planning, coordination or customer prioritisation and judge that this flexibility will enable them to deliver their roll-out programmes in the most efficient way, reflecting the needs and distribution of their customer base. This non geographic approach to roll-out should be taken into account by contractors. Consumers will only receive the full benefits of smart meters if they use them to change their energy consuming behaviours. The first step in achieving this is to fully understand what drives energy-consuming behaviours and hence how best to enable consumers to change their behaviours. The Programme has accumulated a good overview of evidence in relation to effective smart metering consumer engagement; however, there is still important work to be done in preparing for mass roll-out. Further work during Foundation Stage will include gathering early insights into consumer benefits and how they may differ by consumer type; measuring awareness and attitudes towards smart meters; and learning more about what works in changing energy consuming behaviours. DECC would like to commission a number of contractors to plan, deliver and evaluate behaviour change interventions designed to reduce energy consumption (gas and electricity) within the home, which could be deployed alongside the roll-out of smart meters. This includes a number of contractors to run behaviour change interventions and a contractor to provide independent process and impact evaluation of these interventions. Interventions should focus on the framing, content and use of community, third sector, or peer to peer messengers to deliver advice and guidance and motivational campaigns to promote energy saving behaviour. This research will test these interventions in small scale studies gathering qualitative and quantitative data for impact and process evaluation. The most promising interventions may be tested at a larger scale at a later date as part of Phase 2. This may be tendered separately, or where appropriate may be undertaken as a contract extension from this tender. Requirements Main Research Lot 1: Data Collection and Independent Evaluation This lot will cover working with successful contractors for lots 2, 3, 4, 5, 6 and 7 to refine trial design; collect data; interpret findings; and provide a synthesised report setting out the findings from this Programme of research. The contractor for this lot will provide a final report setting out whether the interventions tested appear to be successful in driving energy saving behaviour; whether they were cost effective and potentially scalable; how they worked in practice; which interventions are worthy of further experimental testing; and what lessons are to be learned for such future testing. Lot 2, 3, 4, 5, 6, 7: Interventions These lots will cover designing and running trials to test interventions that would be deployable alongside smart meters. Flexibility will be required on the final trial design as comparability across different interventions is desirable and this may require changes to be made. Bidders can bid to trial interventions based on those listed in Annex A, variations of these, or interventions which the bidder has run successfully in a different context, and which have potential to change domestic energy consuming behaviour. The work tendered under these lots includes designing and planning the trials (using a counterfactual where possible), recruiting people to take part and running the intervention. Data collection is likely to be undertaken by the successful contractor to lot 1.

Interviews will take place on either 04 June or 05 June. Contractors must note that DECC reserves the right to withdraw this contract opportunity without notice and will not be liable for any costs incurred by contractors during any stage of the process. Contractors should also note that, in the event a tender is considered to be fundamentally unacceptable on a key issue, regardless of its other merits, that tender may be rejected.
