Invest NI wishes to develop a Leadership and Management Support Framework (LMSF) aimed specifically at reducing the productivity gap between NI and better performing regions within GB.
Invest Northern Ireland (Invest NI) wishes to appoint a provider to deliver the Leadership coaching service aspect of the LMSF, for companies in Northern Ireland. The provider will source and manage a range of 6 relevant Leadership Coaches to work with up to 25 Northern Ireland businesses. This target of 25 is subject to change either up or down based on demand for places and potential Invest NI requirement for Coaching interventions in other related projects.

Information and formalities necessary for evaluating if the requirements are met: Leadership coaches must possess a suitable Leadership/Business Coaching qualification / accreditation such as EMCC (European Mentoring and Coaching Council); APECS (Association for Professional Executive Coaching and Supervision); BPS (The British Psychological Society); and ICF (The International Coach Federation).

Company Experience.
The tenderer must demonstrate relevant experience in the areas detailed below:
— The design, management and delivery of at least two Leadership Coaching programmes of a similar nature for a range of individuals within companies of various sizes including all of the following,
—— 0 – 49 Employees,
—— 50 – 249 Employees,
—— 250 > Employees.
This can be either two different programmes or two distinct cohort groups on one programme.
— The sourcing and selection of accredited Leadership Coaches & matching these successfully with companies, including SME’s.
— The facilitation of Leadership Diagnostics – to have used a range of diagnostic tools to support individuals learning as part of coaching, to have used these products and have feedback. Knowledge of a management practice framework to assist in supporting CEOs in a tangible and meaningful way.
— The robust supervision of coaches working with a range of companies including SME’s.
— Management of stakeholder relationships, specifically where the provision of coaching has run in parallel with other Leadership Development activities.
The tenderer should demonstrate previous relevant experience in all of the above by providing details of at least two examples of work completed by them within the last three years. Examples must include the following:
— Project title, value, duration and delivery date.
— Details of how the project was delivered and what outcomes were achieved. This should include an indication of the roles of the individuals involved in delivering the project.
— Detail the relevance of the example to this project.
Experience of Key Personnel.
1. Programme Director
A dedicated and suitably experienced Programme Director must be nominated by the Tenderer. This person will be the main point of contact and this is seen by Invest NI as a key role in the management, delivery and success of the programme. The Programme Director must demonstrate previous experience in providing Leadership Coaching to a range of companies, including SME’s. The Programme Director will be required to work seamlessly with the mentors and network facilitators. The Programme Director should have the necessary seniority and authority to take decisions and deal directly with all matters relating to this contract.
To demonstrate previous relevant experience, the Programme Director must provide at least 2 examples completed within the last 3 years demonstrating all of the following:
— programme management,
— facilitation of leadership diagnostics,
— management of sourcing and matching leadership coaches to a range of businesses,
— management and supervision of leadership coaching of a range of company sizes including SMEs.
Each example must include the following:
— project title, value, duration and delivery date,
— details of how the project was delivered and what outcomes were achieved,
— detail the role of the individual in delivering the project,
— detail the relevance of the example to this project.
2. All Named Leadership Coaches
At least 6 named Leadership Coaches must be put forward by the tenderer. To demonstrate previous relevant experience, at least 3 examples that have been completed within the last 3 years must be provided for each coach demonstrating all of the following:
— experience in leadership coaching for a range of companies including SME’s,
— credibility in dealing with owner-manager/ MD/CE’s and especially those of SME companies,
— experience in delivering leadership coaching where the development needs of each participant owner-manager/ MD/CE’s may be diverse,
— each leadership coach must also be able to demonstrate experience of the realities and challenges faced by growing businesses in key business functional areas including strategy development, business planning, business finance and fund raising, human resources and management development, IT and e-commerce, innovation and technology, sales, marketing and production/operations,
— a suitable Leadership/Business Coaching qualification / accreditation such as EMCC (European Mentoring and Coaching Council); APECS (Association for Professional Executive Coaching and Supervision); BPS (The British Psychological Society); and ICF (The International Coach Federation,
— experience in being supervised in coaching interventions, and
— experience of delivering leadership coaching as part of similar leadership and management development programmes, and an understanding of the key components involved in programmes of this nature, would be beneficial.

— project title, value, duration and delivery date,
— details of how the project was delivered and what outcomes were achieved,
— detail the role of the individual in delivering the project,
— detail the relevance of the example to this project.

Precise information on deadline(s) for lodging appeals: CPD will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
