Description of the goods or services required

The objectives of the programme are to increase the effectiveness and capability of senior leadership teams in Scottish companies to drive business growth and the pace of innovation through effective workplace innovation and progressive people practices, which will bring measureable improvements in productivity, efficiency, better employee engagement and utilisation of skills.

The High Performing Participating Teams Programme will develop the senior leadership team of ambitious and growing companies to enhance their impact, capability and resilience to deliver strategic growth through the implementation of progressive people practices.

Participants will develop a robust understanding of the characteristics of a high performing participating team, how they currently perform relative to this model and areas for development. The programme should incorporate the themes identified by the Fair Work Convention i.e. Opportunity, Fulfilment, Security, Respect and Effective Voice.

The programme will be targeted at SE’s Account Managed portfolio of companies. Each programme will be open to a cohort of 5 companies, with an average team size of 8 individuals, and will be delivered over a 12 month period. The programme will be aimed at the senior leadership teams within companies whom have a desire to drive transformational change within their organisations through progressive people practices. We intend to run two programmes over the period of the contract – one programme per year.

The following elements should form the structure of the High Performing Participating Teams programme:

– Pre programme workshop – per company

– Access to an appropriate diagnostic tool/process which evaluates team dynamics and the effectiveness of these relationships

– Post diagnostic workshop to provide detailed feedback on the outcomes of the diagnostic and agree a bespoke development plan

– Structured learning to address the outputs of the diagnostic and development plan – minimum of 3 workshop session for each team

– Coaching support – min. 7 hours per team to support participants to implement their development plan and overcome barriers to change

Potential suppliers must be able to demonstrate their expertise and knowledge in relation to creating and delivering High Performing Team development programmes to businesses in cross /multi sectors at CEO or senior director level.

Total quantity or scope of tender

The contract will be for a 2 year period with a review at the end of the first year to evaluate the outcomes and impacts. It is anticipated that the contract will commence in June 2016 and run until May 2018. The programme will be offered to companies across Scottish Enterprise’s geographic area, with events being held in company premises or if available, SE premises. It is estimated that the value of this commission will be between GBP85,000 and GBP120,000 excluding VAT over a 2 year period.

Under any resulting contract, the appointed contractor will be requested to support the contracting authority’s economic and social regeneration objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations.
