Description of the goods or services required

In 2013 SPS introduced the 9-box grid matrix as a tool to allow us to assess talent and to support both our succession planning process and more importantly to allow our Senior Staff to plan effective individualised development. Organisationally we need to understand the talent we have – both the current capability and future potential – and we need to put in place development that supports achievement of this potential.

The aim of the grid process is:-

– To develop a coherent picture of our senior staff to allow career management, succession planning and appropriate development that meets organisational needs; and

– Grow organisational capacity by having meaningful conversations that can draw out individual strengths and development needs and put in place activity that meets these needs.

– The 9-box Grid is a well-established model widely used throughout the civil service including in Scottish Government for the Senior Civil Service.

SPS therefore wish to tender for a contract supplier to work with the Leadership Team at SPSC for a short period of time (3 months) to cover priority project work specifically in the area of senior leadership development.

The skill set required to support the fixed term project work is very specific. Extensive senior leadership development experience is required specifically in designing senior management development/succession planning frameworks and strategy. An ability to build effective relationships quickly to achieve outcomes is also required together with a strong coaching background. In addition, experience of working with Public Sector and Senior Justice Sector Managers is required to complete this project successfully as engagement and culture change are key deliverables of this role. If it is determined that there is a continuing requirement for this type of work the Leadership Unit Manager will then advertise a permanent post through fair and open competition.
