Lot 1- Administration of survey and production of individual provider feedback reports.
Lot 2- Analysis of all-Wales dataset.

Lot No: 1 Lot title: Administration of survey and production of individual provider feedback reports
1) In consultation with providers, learners, DfES and the Learner Voice Steering Group, establish an annual learner survey in FE, WBL, ACL and WfA providers, based on 16 ‘core questions’ piloted in 2010 (subject to changes following separate cognitive testing contract);
2) Administer three annual surveys with post-16 learners, in January 2013, January 2014 and January 2015;
3) Report back to DfES and the Learner Voice Steering Group on survey results;
4) Supply individual provider-level outcome reports at various levels (e.g. course, department and college);
5) Supply a technical report for the Client (DfES) describing the survey methods, processes, and outcomes in terms of response and lessons learnt;
6) Supply the all-Wales dataset for weighting and analysis as part of Lot 2 below.

1) Weight the all-Wales data;
2) Undertake analysis to identify weighted benchmarks for each of the core questions, split by age, gender, ethnicity and learners with learning difficulties/disabilities;
3) Undertake analysis to identify key patterns, correlations, issues and relationships between demographic variables and satisfaction rates (including analysis of statistical significance); and
4) Produce annual weighted and benchmarked provider-level reports, with explanatory notes;
5) Produce an annual detailed statistical analysis for use by DfES; and
6) Produce an annual summary report for a general audience, including learners and providers.
