Description of the RFQ

People with learning disability are among the most vulnerable in society, and the Welsh Government is committed to ensuring that all people with learning disabilities are treated as full citizens, equal in status and with the same rights. This includes the right to live healthy, productive and independent lives with appropriate and responsive treatment and support to develop their maximum potential.

In September 2011, the Public Service Ombudsman for Wales reported following the death of an individual with learning disabilities in Morriston Hospital in 2007 The Ombudsman made a number of recommendations including:

“learning disability awareness training for staff and reminders for staff about appropriate care and relevant audits and inspections”.

The Minister for Health and Social Services met with the family of the deceased and agreed to secure a programme of awareness raising for hospital-based staff to ensure they are provided with an understanding of the particular needs of patients with a learning disability.

AIM

To develop and deliver activities to support an awareness campaign for health professionals and front line support staff to meet the recommendations set out in the Public Service Ombudsman for Wales report.

The campaign should deliver focussed activities during 2012/13 for each Local Health Board and the Velindre Hospital Trust and should occur in hospitals providing in patient care. Prospective providers will need to agree with the Office of the Local Health Board/NHS Trust Chief Executive via the nominated Learning Disability leads the proposed venues in which to deliver the awareness raising programme. The proposals should include :

o The design and preparation of an awareness raising programme for health professionals and front line staff.

o The awareness programme must include recognition of the role of family, carers and advocates of people with learning disabilities.

o The delivery of at least three awareness raising sessions in each of the seven Local Health Boards and Velindre Hospital Trust. Training should occur in hospitals providing in-patient care.
