The contracting authority wishes to procure by lease or hire between 8 and 13 new or existing mixed-traffic 160kmh diesel locomotives to operate on the UK national rail network.

Section III: Legal, economic, financial and technical information
— Details of company size, management structure and organisation, location and manpower,
— Bankers reference, audited accounts and indication of turnover derived from all locomotive and rolling stock supply activities for the past 3 financial years,
— Evidence of compliance, if applicable, with internationally-recognised quality assurance systems for all activities, EN 9002 or equivalent,
— Evidence of competence to arrange and undertake finance packages for rolling stock,
— Indication of the types of locomotive that may be offered,
— Details of similar contracts undertaken in the past 5 years, including the type(s) of locomotive supplied, customer, value, form of contract, delivery dates (contractual and actual),
— Evidence of competence to achieve full European or national railway compliance for the locomotives to be supplied,
— Details of any material disputes or proceedings arising over the past 5 years on locomotive and rolling stock procurement contracts.

The initial 7 locomotives will be required to be ready for fleet service by 31st December 2014. The locomotives must comply with all applicable standards of the relevant infrastructure controller and regulatory bodies, and with European and UK legislation as appropriate.
The leasing or hire of the locomotives and the supply of any associated services will subject to the Laws of England.
Applicants must submit requests to participate together with the required information by 37 days from the date of publication of this Notice. The Contracting entity shall utalise the most economically advantageous tender in terms of the criteria stated in the specifications, in the invitation to tender or to negotiate within the lines of the award criteria.
