Description of the contract

The Welsh Government’s Library and Archive Service requires an electronic resource that will provide access to a comprehensive range of full-text cases and case law, full text of legislation, legal journal archives and commentary, from the UK (especially Welsh legislation) and the EU. A current awareness service is also required (updated at least daily), which can provide an alert service supplying users with email updates on specific subject areas.

All staff within the Welsh Government (approximately 5500 staff) will require access to the resource via IP recognition and it must work across multiple sites i.e. Welsh Government offices across Wales. Please note that the majority of the 5500 staff quoted would not generally use the service.

There is a need for the information to be viewed and/or downloaded immediately, usually from the contractor”s website. The contract does not require any database development work.

The successful contractor is expected to be the publisher and collator of legal material in an electronic format with no input from the awarding authority.

Trial Period – During the evaluation period the Client will require free access to the Tenderer’s electronic resource to allow main users to determine that it meets fully with their requirements. The Tenderer also needs to provide details on accessing their resource.

The awarding authority reserves the right to request parent company and/or other guarantees of performance and financial liability.

Payment terms will be indicated in the contract documents. Tenders to be priced in Sterling and payment will be made in Sterling only.

No special legal form required but joint and several liability assumed by all group bidders before acceptance.

The Authority reserves the right to consider variant bids.

The Authority is committed to contributing to the social, economic and environmental well-being of the wider community. Accordingly, while the requirement to do so will not be mandatory, the successful contractor will be xpected to consider opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this project.

The Contract will be awarded for 24 months but will be reviewed during the life of the first year to determine if the requirement is still needed for the second year.

E-TENDER ACCESS INFORMATION:

– The first person from your Organisation to use the Platform will be required to register on behalf of the Organisation.

– Registration involves accepting a User Agreement, and providing basic information about your Organisation and about the User performing the Registration.
