Circle Anglia Ltd as the Contracting Authority is putting in place a framework agreement for use by all Circle Group partners as identified in V1.3) (and any future Circle Group partners), which consist largely of registered providers of housing but also associated commercial organisations. Those group partners have a need for legal services in the following areas:
conveyancing and development, construction advice, contracts and procurement advice and drafting, litigation (in particular housing management litigation), commercial litigation, employment advice and litigation, mergers and acquisitions (particularly in the healthcare sector), governance and policy advice (particularly in relation to housing association structures and regulation), financial transactions and structures (including treasury management and taxation), risk management and insurance advice, other miscellaneous legal advice, representation and transactional work.

Participants are advised that as legal services are a Part B service this is a voluntary OJEU notice and as such the tender is not subject to the full obligations under the Public Contracts Regulations 2006 (as amended) but is nonetheless subject to the general obligations of transparency, equal treatment and non-discrimination. Circle Anglia Limited is putting in place a framework agreement on behalf of itself and its Group partners, which include registered providers of social housing and associated commercial companies.
Circle Anglia Limited and its group partners manage around 65 000 homes and engage in associated activities such as property sales/lettings, personal care and support and telecare. It requires a framework of legal services providers to advise and represent on a wide range of legal issues (as further described in the Lot descriptions), in cases where the legal work is not provided by the in-house legal team.
Circle Anglia expressly reserves the right:
(i) not to award any contract as a result of the procurement process commenced by publication of this notice; and
(ii) to make changes to the content and structure of the tendering competition as it thinks fit (provided that this does not breach the general obligations of transparency, equal treatment and non-discrimination) and in no circumstances will Circle Anglia or any Group partner be liable for any costs incurred by the participants.
If Circle Anglia decides to enter into a framework agreement with the successful suppliers this does not mean that there is any guarantee of subsequent contracts/orders being awarded or of any volumes of work. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers.
