Progress Housing Group Limited (‘the Group’) is seeking to establish a Framework Agreement for the provision of legal services. The Group is looking for experienced and qualified legal service providers who can undertake and deliver cost effective, high quality legal services. The Group intends to establish a Framework Agreement for a legal panel to cover the 7 Lot requirements detailed below. Suppliers can bid for one or more lots. The framework will have an initial term of 2 years with an option for the Group to extend for a further 1 year, plus 1 year, which option will be exercised at the discretion of the Contracting Authority.

Participants are advised that as legal services are a Part B service this is a voluntary OJEU notice and as such is not subject to the obligations of the Procurement Directive but are nonetheless subject to the general obligations of transparency, equal treatment and non-discrimination.
The Framework Agreement will be awarded for an initial term of 2 years with an option to extend for a further one year, plus one year, this will be exercised at the discretion of the Contracting Authority.
Potential suppliers should note that the Group may become required to publish the pre-qualification questionnaire (PQQ), the invitation to tender (ITT) document, and the text of any framework agreement awarded, subject to possible redactions at the discretion of the Group. The terms of the proposed Framework Agreement will also permit a public sector contracting authority, awarding a contract under this Framework Agreement, to publish the text of that contract, subject to possible redactions at the discretion of the Contracting Authority.
The Contracting Authority expressly reserves the right:
(I) Not to award any contract as a result of the procurement process commenced by publication of this notice; and
(II) To make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will the Contracting Authority be liable for any costs incurred by the candidates.
If the Contracting Authority decides to enter into a Framework Agreement with the successful supplier, this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers. Any orders placed under this Framework Agreement will form a separate contract under the scope of this framework between the supplier and the specific requesting other contracting body. The Contracting Authority and other contracting bodies utilising the framework reserve the right to use any electronic portal during the life of the agreement.
The duration referenced in Section II.1.4 is for the placing of orders.
Participants should note that there will be no guaranteed volumes under any framework agreement awarded.

Precise information on deadline(s) for lodging appeals: Progress Housing Group will incorporate a minimum ten calendar standstill period at the point information on the award is communicated to tenderes. That notification will provide information on the award decision and will allow unsuccessful tenderes to seek further debriefing from the contracting authority before a contract is entered into. The Public Contracts Regulations 2006(SI 2006 No5) provide for aggrieved parties who have been harmed or are at risk of being harmed by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
