Description of the contract

Government Procurement Service is running a Legal Services Open Market pilot on behalf of Central Government. The pilot will consist of legal services requirements, under £100,000, (exclusive of VAT) being made available to successfully registered suppliers via Government Procurement Service’s eSourcing Suite. Requirements for the pilot will be split into Property & Estates and General Litigation & Legal Services. Each will then be divided into sub- lots as follows: Lot 2 – Property & Estates: 1. Commercial Acquisitions and Disposals (inc relevant tax advice) 2. Residential Acquisitions and Disposals (inc relevant tax advice) 3. Compulsory Purchases 4. Commercial Licences 5. Residential Licences 6. Commercial Landlord and Tenant matters 7. Residential Landlord and Tenant matters 8. Site Re-developments / Property Development 9. Environmental and Planning (including Planning Inquiries) 10. Social Housing Lot 7 – General Litigation & Legal Services: 1. Personal Injury Litigation 2. Employment Litigation 3. Other Civil Litigation and Dispute Resolution such as in relation to Property Disputes and Commercial Matters 4. Public Law Matters such as Judicial Reviews 5. Witness Support or other Legal Services in relation to Public Enquiries 6. Regulatory and Prosecution and Advisory Services 7. Specialised Litigation Support The registration process includes the mandatory completion of a Registration Questionnaire by all interested suppliers. Please note that each opportunity that goes through the Legal Services Open Market Pilot will vary in length, therefore please diregard the one month contract duration as stated above. To participate in this pilot, participants must first be registered on the e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for GPS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Opportunity stage. Full instructions for registration and use of the system can be found at http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the eSourcing Suite, you will need to express and interest for the Legal Services Open Market Pilot in order to access the Registration Questionnaire. This is done by emailing ExpressionOfInterest@gps.gsi.gov.uk. Your email must clearly state: • the name and the pilot’s reference number RM1102-SB; • the name of the registered supplier; and • the name and contact details for the registered individual sending the email. Government Procurement Service will process the email and then enable the supplier to access the Registration Questionnaire online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. If the registered user does not receive this notification email within 24 hours you must contact the eSourcing Suite Helpdesk on 0345 010 3603 to raise this and to ensure your expression of interest has been received. Please note: If you do not fully complete the Registration Questionnaire on the eSourcing Suite, your registration will not be considered and evaluated. Therefore you must ensure that you fully complete the Registration Questionnaire and ensure that it is not in draft mode before submitting. Opportunities may then be put through the Legal Services Open Market Pilot week commencing 25 February 2013. Therefore those who have successfully registered before Thursday 21 February 2013 will start to receive these opportunities once they become available. The Legal Services Open Market Pilot will run on a continual basis therefore there is no end date for registrations. It is advised however that interested suppliers register as soon as possible to maximise the amount of potential opportunities they are eligible for. The Government Procurement Service Spot Buy Team will continually monitor registrations and perform weekly evaluations, notifying the suppliers via the eSourcing Suite of the registration outcome as soon as evaluations have been completed.
