The Project is to provide Legionella water management risk assessment, remedial works, water management inspections in respect of our, general needs, supported and sheltered housing schemes in the following Local Authority areas, including Burnley, Cheshire East, Cheshire West and Chester, Halton, Hyndburn, Knowsley, Liverpool, Preston, Rossendale, Sefton, St Helens, Warrington, West Lancashire and Wirral, Tameside, Cheshire, Oldham, Bolton, Salford, Manchester, Trafford, Stockport, Rochdale, Bury, Blackburn, Macclesfield and Chorley.
The contract contains the following Lots, with further information provided at Annex B:
— Lot 1 Legionella water management risk assessment,
— Lot 2 Legionella water management remedial works, water management inspections,
— Lot 3 Legionella management software application system.

The provision of suitable and sufficient Legionella risk assessment to approx. 766 properties over 2 year cycles to identify and assess potential sources of exposure and introduce a course of action to prevent or control any risk identified.

The 1 consultant to be appointed to provide the following services:
— carry out a suitable and sufficient Legionella risk assessment to approx. 766 properties over 2 year cycles to identify and assess potential sources of exposure and introduce a course of action to prevent or control any risk identified,
— provide an action plan with all recommended remedial actions along with time-scales for works to be completed and an overall risk rating for the property,
— take outlet and storage temperatures from domestic water systems,
— take photographs to illustrate any defects or areas of concern such as dead legs, tanks, pipework etc.,
— carry out an assessment of staffing procedures,
— provide a statement of risk for each property,
— provide schematic drawings of the water systems in place for complex properties such as sheltered schemes, large supported properties and offices,
— report any emergencies or issues which need to be addressed as a priority,
— the consultant must be flexible and committed to use the chosen software package to improve data transfer between the client and consultant.

The provision of Legionella water management remedial works and water management inspections identified through the risk assessment process.

The 3 contractors to be appointed to provide the following services:
— Carrying Out Quarterly Inspections.
The consultants will be expected to carry out various tasks during the inspections, some of which are detailed below:
— inspect shower spray heads and flexible hoses. Descale and disinfect as required ensuring thorough immersion,
— take hot and cold outlet temperature. (Communal/shared facilities and guest rooms) to each location i.e. kitchen sink, WHB and communal calorifier and record on temperature sheet,
— take sentinel hot and cold outlet temperatures to communal system and record,
— undertake an inspection, check temperature, drain down, clean and disinfect as necessary Cold water storage tank,
— undertake an inspection, check temperature, drain down, clean and disinfect as necessary Calorifier/cylinder,
— check TMV temperature, clean filters and set TMV temperature, within communal areas and flats,
— take photographs to illustrate any defects or areas of concern such as faulty Thermostatic mixing valves (TMVs),
— the contractor will be required to use the chosen software package to improve data transfer between the client and contractor.

The provision of a software solution for water management.

The 1 ICT provider with a solution which provides the following:
— collection of asset data,
— completion of risk assessments,
— collection and storage of temperatures,
— photographs,
— quarterly inspections of asset and remedial actions,
— suitable and sufficient storage space for PDF documents, photographs of all of our legionella risk assessments, inspection sheets and other certificates,
— the ability to upload all of our current documents to the system (PDF, excel etc.),
— the ability for contractors to real-time upload documents to the system while on site,
— alerts/e-mails to the client about any areas of concern (e.g. uploads from the quarterly inspections),
— the facility to run reports on the system to track if remedial actions have been completed,
— the ability to link the software to Bluetooth thermometers to check water temperatures on site,
— produce dashboard reports to measure against our KPIs.
