Description of the goods or services required

Fife Council is seeking to appoint a consultant to develop Leven town centre concept designs to upgrade the public realm street environment. This will form the largest element of the public sector’s investment in Leven town centre.

The aim is to improve Leven town centre’s overall physical appearance and quality, provide confidence to encourage private sector investment, leading to improved economic performance and secure the town centre as a focus of economic and social activity in Levenmouth.

Additionally, we are looking to see this work placed in the context of a framework of understanding on how the town centre operates, identifying opportunities for further development and making sure proposals support these aspirations.

The output should consist of a set of costed proposals, including public realm designs and other recommendations to upgrade Leven town centre proposals that can form the basis of future Fife Council investment decisions.
