The successful Potential Provider will be responsible for providing this service and liaising closely with the Contract Manager identified by the Authorities.
The Councils’ current Treasury Advisory contracts and Framework Agreement are due for renewal in November 2016. In this instance the Councils are collaborating on a joint procurement for Councils within LGSS family, to reduce tendering costs and to generate efficiencies for all parties.
The LGSS Treasury Team is 1 fully integrated team providing treasury management activities for Northamptonshire County Council, Cambridgeshire County Council, Milton Keynes Council and Northampton Borough Council. Information will flow freely across members of the team and senior officers within the LGSS organisation in respect of all treasury management activities and the advice we procure from external organisations.

It is difficult to predict the exact value of this contract as the Authorities’ requirements are likely to vary over the Framework term, but it is estimated that the total value will not be less than 39 000 GBP or greater than 1 000 000 GBP. The higher level figure is provided as an indicative figure should other bodies access the framework.
Cambridgeshire County Council, Northampton Borough Council and Northamptonshire County Council shall call-off the framework agreement after its completion for a period of 2 years with option to extend for 2 further years.
Norwich City Council may also wish to call-off this arrangement but no guarantee can be provided at this point in time.
Milton Keynes Council currently has an existing agreement that they shall continue to utilise until that arrangement ends and then review their options.

This Framework Agreement is initially for 2 years, with an option to extend for a further 2 years. Potential Providers are asked to note that this is a collaborative procurement involving Cambridgeshire County Council and Northampton Borough Council as LGSS Finance currently provides Treasury Services to those authorities.

This Framework is open to:
— Partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Milton Keynes Council and Northamptonshire County Council, Norwich City Authority and Northampton Borough Council) who participate in LGSS’ shared services venture;
— New LGSS customers seeking to utilize LGSS frameworks on an independent third party basis;
— Any city, district, borough or other local authority and any school, academy, university or other educational establishment within the counties of any LGSS partner authority (currently Cambridgeshire County, the City of Milton Keynes and Northamptonshire County) including Northamptonshire Partnership Homes;
— Any companies or organisations set up by participants in LGSS and members of the local authority purchasing group, Central Buying Consortium (CBC).

VI.4.3)Review procedure
The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the Contract is entered into. Such additional information should be requested from (refer to address in Part I.1) If an appeal regarding the award of Contract has not been successfully resolved the Public Contracts Regulations 2015 (Chapter 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly where a Contract has not been entered into the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. If the Contract has been entered into the Court may order the ineffectiveness of a Contract where serious breach have occurred in addition to any fine. The Court may instead provide for alternative penalties either contract shortening fines or both.
