The CBC Library Group now represents 54 library authorities (including 36 associate members) for the procurement of services and supplies required by its members. West Sussex County Council is the lead authority for the CBC Library Group and is representing the CBC Library Group in the procurement of a Subscription Agent Service to manage the ordering and invoicing of periodicals.
This Framework Agreement will be also be available for use by members of Yorkshire Book Consortium, North West Libraries Consortium, the London Libraries Consortium and the Local Authorities of Cheshire East, Cheshire West and Chester, and Lancashire.
The Agreement will also be available to maintained schools and academies within the administrative areas of all the local authorities / consortia referred to.
The first full page of the terms and conditions in the tender documents sets out a definition of Customer which describes all those authorities who may access the Agreement.
The information on order volumes provided by the Lead Authority in the Commercial Response Template has been given in good faith, and is accurate to the best of our knowledge on the date of issuing the tender. The information should not be interpreted as an undertaking to purchase any goods or services to any particular value and does not form part of the Conditions of Tender or Conditions of Contract.
The scope of the Framework Agreement is for a Subscription Agent for the provision of Library and Corporate Periodicals. The requirement must be met via a website. The anticipated contract value for Periodicals is between 500 000 GBP and 1 000 000 GBP per annum thus between 2 000 000 GBP and 4 000 000 GBP over the 50 month period. However the scope may be extended to include e-Periodicals with an estimated annual spend of 675 000 GBP and newspapers with an estimated annual spend of 1 250 000 GBP. The estimated spend for ePeriodicals and Newspapers was derived from a sample of members of the CBC and Associates and then extrapolated to represent all members of all the Consortia.
