The key objectives of the service are as follows:
— To enhance and maintain psychological health and well-being of the population of South Tyneside.
— To provide assessment and evidence based treatment to South Tyneside patients.
— To offer a single point of access to primary care mental health services.
— To ensure that patients are seen quickly and appropriately.
— To ensure that the people of South Tyneside receive a safe and high quality service in line with Nice Institute for Health and Care Excellence (NICE) and Improving Access to Psychological Therapies (IAPT) guidance.
— To provide a fully integrated service and a positive patient experience.
— To effectively engage with patients.
— To provide a flexible service to hard to reach groups across South Tyneside including people with LTCs, older people, people with learning disabilities and other diverse groups.
— To provide advice and training to primary care health teams in identifying mental health problems with the aim of assisting them to manage psychological wellbeing and mental health.
The process will have 2 phases, which are as follows:
Phase 1 — the anticipated contract start date for the adult primary care mental health services (including IAPT) and some Tier 2 children and young people’s services is the 1.10.2015.
Phase 2 — will be the remaining elements of children and young people’s services, with an anticipated contract start date of the 1.3.2016.
Potential Bidders are to note: It is anticipated that the Transfer of Undertakings (Protection of Employment) Regulations 2006 as amended by the Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014 (TUPE) may apply for this contract. Potential Bidders are advised to form their own view on whether TUPE applies, obtaining their own legal advice and carrying out due diligence.
“Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider:
(a) how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and
(b) how, in conducting the process of procurement, it might act with a view to securing that improvement.
Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being”.
