Ealing Council wishes to procure and provide a Passenger Statutory Lift Maintenance, Repairs, Upgrades and Installation contract for Housing including Aid and Adaptions Through Floor Lifts requirements and Facility Management requirements for corporate buildings appointing one contractor across our building stock borough wide.

From commencement of contract the Aid and Adaptions Through Floor Lift requirements will be in respect of maintenance only.

Contract delivery will be to all our communal blocks, sheltered housing, community centres, occupied properties for through floor lifts and corporate buildings owned and managed by Ealing Council as further described below.

II.2.4)Description of the procurement:

The aim of the term service contract is to provide a service provision for the delivery of design, installation and replacement of life expired lifts to existing lift installations; Responsive maintenance and repair of existing lift installations, including installation of auto dialers and emergency and adhoc major repairs; and Responsive maintenance and repair of existing lift installations of aid and adaptions through floor lift in tenants homes; in our communal blocks, sheltered housing, community centres and corporate buildings owned and managed by Ealing Council.

There are approximately 1 250 communal blocks borough wide and it is estimated that all will require some form of service as described within the Tender Documentation. Some stock is within areas identified for regeneration and development, this is likely to mean that there will be some change in the overall number of blocks and also lead on supply and demand of works during the life of the contract.

The Council will enter into a contract based on the NEC3 Term Service Contract Option C amended and incorporating the documents stated in the tender package. It is the intention to award the contract to one contractor across borough wide.

An anticipated annual expenditure ranging from 800 000 GBP to 1 200 000 GBP. Annual expenditure may vary due to volume of capital works. Guarantee cannot be given by Ealing Council with regard to the volume, trade requirement, value, duration, category or continuity of the works.

The successful tenderer who has the most economically advantageous tender will be awarded the contract to deliver across borough wide.

The contract period is 4 years, unless extended by Ealing Council with the agreement of the Contractor. Ealing Council may propose one or more extensions to the contract period.

Up to a maximum of 4 further years by serving written notice to that effect on the Contractor.

Objective criteria for choosing the limited number of candidates:

Standard Selection Questionnaire (SQ) evaluation comprises of validity and completeness.

Standard Selection Questionnaire (SQ) with maximum of (3) references sought for Technical and Professional Ability under question 6.1 (Section 6) and each of the technical project specific questions under Additional SQ Modules (Section 8).

The score in Section 8 (Additional SQ Modules) 100 %.

Minimum 60 % threshold on overall (Technical Project specific questions).

All qualifying SQs – i.e., those received before the deadline, are complete, valid, have met all pass / fail criteria and have equalled, or bettered, the Qualifying Threshold will be ranked in descending order of their respective final total score.

The Council will take a minimum of the first 5 highest scoring candidates, together with up to a maximum of a further 5 (depending on proximity of final score) i.e. will take between 5 to 10 candidates in total, to be shortlisted and go forward to the competitive tender stage, all tenderers selected must reach a minimum score of 60 % or within a 5 % range of this score if there are fewer than 10 candidates to take forward.

The Tender evaluation comprises 4 steps:

— validity and completeness,

— the Quality Assessment,

— the Price Assessment.

Complete tenders will have both the Quality and their Price Assessment considered, both scores will be added together to create an overall “Tender Percentage”.

Ealing Council does not bind itself to accept the lowest or indeed any tender, but is looking for the most economically advantageous tender. Tenders which appear to be abnormally low will be clarified with the Tenderer and may be rejected.
