Description

Lincolnshire County Council (LCC) is undertaking pre-procurement market engagement in relation to the provision a Stop Smoking Service across Lincolnshire. To this end, LCC has published this in Source Lincolnshire to alert potentially interested organisations with appropriate expertise and relevant experience of this future opportunity and LCC’s purchasing intentions.
LCC would like interested organisations to complete and submit a Supplier Engagement Questionnaire.
The purpose of this pre-procurement market engagement process is for LCC to:
• Engage with the supply market and support providers to help us understand whether there is the supplier market to deliver an open access, cost effective, multi-faceted Stop Smoking Service, based upon NHS SSS Standards/Guidance.
• Help us get a sense of the current market position, to identify areas of innovation and new thinking and to benefit from examples of good practice you are aware of from elsewhere.
The Council will consider the input and responses received as part of this pre-procurement market engagement to help inform the Council options and decision making in regards to the future procurement.
Presently, the Council is considering the following three procurement options, which may be subject to change following the market testing exercise:
Option 1: Tender the service to one or more successful provider(s) who would be responsible for managing the overall contract and its delivery.
Option 2: Tender individual lots that one or more providers can bid for that target specific groups of smokers to support them to quit smoking.
Option 3: Tender individual lots that one or more providers can bid for that target specific groups of smokers, whilst retaining the specialist element of the service through direct contracts with specialist providers.
For the avoidance of doubt, this stage of the project is not part of a formal procurement process.
Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in the proposed procurement nor is it intended that any information supplied as part of the pre-procurement engagement shall place any supplier at an advantage in the proposed procurement process.
The Council currently proposes to commence the procurement process in October 2014.
