Liverpool City Region’s indicative Adult Education Budget (AEB) is 52 000 000 GBP per year. The combined authority expects to procure provision including statutory learning entitlements and other learning aims/qualifications on a fully or co-funded basis. AEB will also fund learner, learning support and outcome payments through multiple contracts for services.
Key features are:
— 100 000 GBP minimum and 1 000 000 GBP maximum contract value per annum,
— contract duration from 1.8.2019 to 31.7.2020 with options for annual extensions until 31.7.2022
The services to which this Contract Notice relates are “light touch” services under Regulations 74-76 of the Public Contracts Regulations 2015 (PCR). The LCR has identified use of a restricted procedure but is not following a fully regulated procurement process under Part 2, Chapter 2 of PCR. Details of the process, which will include completion of a Selection Questionnaire and if successful, organisations will be issued with an invitation to tender.

II.2.4)Description of the procurement:
Lot 1:
The principle purpose of the AEB is to engage adults and provide them with the skills needed for entering and sustaining work, progression to an apprenticeship/traineeship, or other further learning. Lot 1 is intended to provide comprehensive skills support to Liverpool City Region residents including statutory learning entitlements and other learning aims and qualifications on a fully or co-funded basis, learner support and learning support and outcome payments in line with localised funding rules.
The minimum contract value is 100 000 GBP and Maximum is 1 000 000 GBP
Please note: only tenderers who successfully secure provision from Lot 1 can be successful in Lot 2. Both Lots will be subject to evaluation criteria at the ITT stage. Tenderers may be successful in securing provision from Lot 1 but unsuccessful in Lot 2.

II.2.4)Description of the procurement:
Lot 2: flexibilities and test and learn approaches delivered through lot 2 are intended to help providers develop different delivery methodologies that can be mainstreamed in the longer term. It is designed to test new ways of working and encourage flexible and responsive delivery of learning. 3 areas of interest are:
English for Speakers of Other Languages (ESOL): to tailor delivery of ESOL provision to more effectively address skills needs in Liverpool City Region
Digital skills: to meet the demand for digitally skilled labour while ensuring that new workers have access to digital skills.
English and maths skills: to ensure more local residents can access and gain the functional skills in English and maths that help residents gain the most out of work, education and everyday life.
Please note: only tenderers who successfully secure provision from Lot 1 can be successful in Lot 2. Both Lots will be subject to evaluation criteria at the ITT stage. Tenderers may be successful in securing provision from Lot 1 but unsuccessful in Lot 2.
