Background Our Client is currently recruiting for a Local Authority Delivery Lead, you can be based anywhere in the UK but will be required to work in central London up to 2-3 days per week and will be required to travel to visit Local Bodies (i.e. Local Authorities and Devolved Administrations (Scotland, Wales, Northern Ireland)) on other days. More time may need to be spent in London for the initial weeks in order to get up to speed on the project. This post will be in the MIP team, within Broadband Delivery UK (BDUK) a delivery unit of DCMS. Broadband Delivery UK (BDUK), leads on delivery of the best superfast broadband network in Europe by 2015, has responsibility government investment in rural and urban broadband projects and managing delivery of mobile services where coverage is non-existent through MIP. The BDUK MIP, announced in the Autumn statement and in the Budget (March 2012), is responsible for the investment of £150m, into extending mobile coverage to some 60,000 premises and several UK road routes where coverage is non-existent, by investing in infrastructure (e.g. masts) to support the mobile network. Main Duties/ Responsibilities This role will be responsible for co-ordinating BDUK’s engagement with local bodies (Local Authorities and the Devolved Administrations) primarily on MIP, but also to maintain general awareness of BDUK’s activities on rural and urban broadband. The role will involve co-ordinating input from Local Bodies during the MIP procurement. Working to the MIP Project Lead with: • Lead responsibility for engagement, typically at up to senior management level, with Local Bodies • Addressing issues related to where areas of poor mobile coverage are to be treated • Promoting and aligning MIP with, where practical, local objectives • Lead responsibility to engage with and secure adequate resources from Local Planning Authorities to ensure that MIP planning applications are processed to a conclusion in a streamlined manner • Responsibility with the MIP Delivery Lead for planning and execution of a delay free infrastructure implementation programme • Working with Local Bodies to identify any specific areas that could be used for an early implementation of MIP • Lead responsibility, working with Local Bodies, to identify and secure financial and non-financial support to mitigate the operating costs for mobile operators of the proposed MIP infrastructure portfolio across the UK (e.g. the re-use of existing land owned by a Local Body or the purchase of a new site) • Collaboration with other BDUK resources directly engaged with Local Bodies, across the three BDUK delivery portfolios (rural and urban broadband, and MIP) • Sharing knowledge and experience with fellow team members, Local Bodies and others to ensure that good practice and lessons learned are shared and communicated • Contributing to BDUK training and information sharing events for Local Bodies Outputs/ Deliverables to be achieved • Securing financial commitments from Local Bodies to mitigate MIP infrastructure operating costs • Streamlined pre-planning consultation and planning application process • Supportive community and engaged senior stakeholders across Local Bodies • Identification of areas for early MIP implementation and provision of data on these by Local Bodies for the MIP procurement Skills/ Experience Required • Experience of working with or at a senior level in local government • Familiarity with planning application guidance and processes, ideally in respect of mobile telecommunications or similar infrastructure • Ideally some familiarity with commercial property issues at a local government level and relevant local government finance issues • The ability to authoritatively represent BDUK in meetings with Local Bodies – strong communication skills Additional information If you are interested in applying for this role then you must apply via the job boards, unfortunately we cannot accept any email applications.
