Description of the contract

Expressions of interest are requested for a 1 year contract with a possible option to extend on a six monthly basis for up to a further 12 months for Licensing and Technical Support for Complex Modelling Software Tools utilised by Support Chain Management Supply Chain Optimisation (SCM SCO) Analysis. The Analysis team within SCO provide a Logistics Resource Modelling service to Project Teams (PTs) and Front Line Commands (FLCs). This functionality must provide the PTs and FLCs with an optimised support solution that not only meets their requirement but also ensures the MoD gains a Value for Money support solution. SCO utilise a number of sophisticated tools to ensure that a Logistics Modelling capability can be provided to PT’S in a timely fashion. These tools comprise; Spares Modelling, LORA, and Whole Life Costs. Scope Software Requirements for Spares Modelling, Cost Analysis System Modelling and Whole Life Cost Modelling tools should be able to deliver the following outputs; Spares Modelling a. Generate optimum spares allocations/assortments b. Select cost-effective solution c. A complete C/E curve d. Life support cost (LSC) calculations e. Can compare different strategies in a simple cost-effective way f. Apply data for the model extensions such as robbing and study the effects on system availability g. Run selected stock allocation point h. Compare system Measure of Effectiveness (MoE) with requirements i. comparison of system design alternatives j. comparison of logistics concepts k. identification of cost drivers l. long term planning and budgeting m. selection among competing contractors n. decisions about replacement of ageing equipment o. cost monitoring of active programmes LORA a. Generate optimal repair location b. Can compare different strategies in a simple cost-effective way c. Life support cost (LSC) calculations d. comparison of system design alternatives e. comparison of logistics concepts f. long term planning and budgeting g. decisions about replacement of ageing equipment Whole Life Cost a.
