Description of the contract

This work will inform and support Arts Council’s activities by helping us to understand attitudes and perceptions held by the public about spending Lottery money on arts good causes, and how those attitudes may – or may not – be different to how they feel about government funding for the arts We would expect that the project delivers the following: 1. A coherent, methodical and well-documented programme of deliberative research with members of the public 2. A report that consolidates the findings from the research in such a way that allows the Arts Council to formulate communications approaches with an understanding of how the public views the fundamental purpose and value of government and Lottery funding for the arts. Requirements: We would like to commission an independent research agency experienced in deliberative research with members of the public to design a methodology that will allow us to explore attitudes and perceptions of the public in relation to the following: a. what is currently understood by ‘Lottery good causes’ as applied to the arts b. what is currently understood by government (GIA) funding for the arts c. the types of arts activity they feel Lottery money should support, looking at: i. a range of different areas of culture such as: arts, heritage, sport, film and community projects etc ii. a range of different examples or scenarios across different artforms, size and type of organisation, type of activity, geographical location, etc d. whether their views on what Lottery money should support are different or the same as their views about the types of arts activity government (GIA) money should support e. how Lottery money should be invested across the country – and whether this regional spread should be the same or different compared to activities that (GIA) funding should be used for We are looking for an agency experienced in facilitating informed discussion with members of the public about specific areas of public policy. We aim to ensure that a broadly representative sample of the adult (aged over 16) population in England is recruited by the research agency, taking account of demographic variables that include age, gender, socio-economic class and urban/rural locations, as well as ensuring a representative mix in terms of Lottery player/non Lottery player, and supportive generally of public arts funding/not supportive of public arts funding.
