LSIS is therefore seeking applications from research specialists wishing to be considered for inclusion on a new register, to be operational from June 2012, and who have a thorough experience and understanding of:
— The further education and skills sector within the United Kingdom.
And/or.
— Parallel market sectors (either within education, within England or beyond) where the knowledge and skills gained could be considered to be both relevant and transferable.
The required R&D services fall into eleven areas as follows:
I. Identifying and documenting effective practices – from both research and practice;
II. Support for practitioner led research;
III. Conducting knowledge reviews;
IV. Market analysis, new product development (for LSIS products and services); stakeholder, customer, learner surveys;
V. Public policy commentary and “thought leadership”; knowledge transformation and brokerage; editorial support;
VI. Equality and diversity;
VII. Modelling, forecasting and scenario building; data / statistical analysis;
VIII. Programme evaluation; strategic evaluation;
IX. Programme design and development;
X. Research and development of national occupational standards (NOS), qualifications and apprenticeship frameworks for the sector workforce;
XI. Workforce data support for the sector workforce.

Description of these options: We envisage that the framework agreements will be awarded for 3 years initially with options to extend for a further 24 months.
Section III: Legal, economic, financial and technical information
(2) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession;
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession;
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established;
(5) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established.
(1) A statement of the candidate’s average annual number of staff and managerial staff over the previous 3 years;
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;
Details required of:
Track record of successfully undertaking work for clients in the UK further education and skills sector and any other work considered to be relevant.
Key staff who would be available to work on projects commissioned by LSIS.
Internal project management and risk management processes.
Internal quality control and assurance processes and systems.
Data protection policies and processes.
Equality and diversity policies and processes.
Conformance with relevant industry standards and codes of practice.
Professional bodies for which membership held at individual and/or organisational level.
Relevant awards, accreditation &/or inspection results.
Any use of sub-contractors and how these are managed and quality controlled.
