1. Development of a clear vision and ambition for economic growth in the “Gateway”;
2. An up-to-date economic appraisal of the economic growth opportunity in the “Gateway”;
3. Development of an opportunity-driven Master Plan for realising this growth potential in a “managed way” including an urban design framework;
4. Development of a phased ‘Implementation and Investment Plan’ for delivering the Master Plan encompassing transport infrastructure investment and wider measures and recommending financing and delivery options including for taking forward the development proposals through the statutory planning system.
The work will need to be completed by mid March 2013.
