The appointment of a contractor to perform main construction works at West Smithfield in connection with the proposed move of the Museum of London.
These works will include the following activities:
• residual/limited amounts of strip out and structural works,
• external facade repair/cleaning/refurbishment,
• new glazed elements,
• flat roof and copper roof works,
• mechanical and electrical works including IT/AV,
• internal walls and doors,
• wall, floor and ceiling finishes,
• fitted fixtures, fittings and equipment,
• liaison and coordination with exhibition fit-out contractor.
Information about anticipated contractor’s design portion works will be released during Phase 1 — Selection of the procurement process.
The works will be performed to two buildings:
• the Victorian General Market
• the 1960s Poultry Market
And it is anticipated that sectional completions will be required.
Due to the nature and complexity of the requirements, competitive dialogue is felt to be the most appropriate procedure as it permits structured discussions between the Museum and perspective contractors which, in turn, allow for the refinement of offers following clarification and development of shared understandings.
Division into lots is not felt appropriate in the case given the nature of the site and the resources available to the contracting authority for project management. It is also felt that the appointment of a single contractor will deliver the best value for money in this instance.

If felt practical and useful, a project overview presentation will be made available during Phase 1 – Selection in order to provide interested parties with an opportunity to learn more about the overall New Museum of London project and the main works package in particular.
Potential applicants should note that the successful main works contractor may be instructed under a contract or contracts by the City of London in lieu of the Museum of London.
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
