Southwark Council (the ‘Council’) has previously issued a Prior Information Notice to gauge market interest in this procurement exercise. The Council is now issuing this Prior Information Notice to explain its intended approach to incorporating its social value requirements into the procurement, and to give interested parties an opportunity to engage with the Council in order to understand and provide feedback on the Council’s social value proposals for this procurement.

II.2.4)Description of the procurement:
The Council intends to procure 4 Major Building Works (Works) contracts. The works to be delivered under these contracts typically comprise of new build council homes, roof to homes, internal and external refurbishment works to existing buildings, fire safety improvements (part of major refurbishment), mechanical installations and upgrades (including heating, hot water, lifts and door entry systems), electrical installations and upgrades and external works to estate paths, roads, hard landscaping, fences, walls and outbuildings. The Works will be delivered under four contract areas:
Area 1 – Borough and Bankside and Walworth;
Area 2 — Bermondsey and Rotherhithe;
Area 3 — Camberwell and Peckham; and
Area 4 — Nunhead, Peckham Rye and Dulwich.

The Council intends to use the Social Value Portal in the evaluation of its social value requirements, and will frame its social value requirements by reference to the National TOMS Framework 2020. Currently it is envisaged that the Council’s social value requirement will be based on the following TOMS:
1) Local people in employment;
2) Opportunities for disadvantaged people;
3) Improved skills;
4) Improved employability of young people;
5) Reducing inequalities;
6) Social value embedded in the supply chain;
7) Carbon reduction and safeguarding the natural environment.
The Council is now inviting interested parties to sign up for a webinar to be delivered by the Social Value Portal on 10 December 2020 which will explain the Council’s specific social value proposals for the procurement, along with details of the Social Value Portal and the National TOMS Framework 2020 in more detail.
