The Big Lottery Fund (“BIG”) is seeking an organisation to provide evaluation and learning services for its grant programme – ‘Making it Work’.
BIG’s Making it Work programme will invest up to a total of £7m in five areas of Scotland to support lone parent families affected by poverty. BIG wants to help lone parents get the challenges of family life, childcare and work right. Making it Work aims to improve the quality of family life for lone parents and their children by working with lone parents to realise their potential and support them to move towards or into employment. It will seek to improve access to effective services for lone parents furthest from the labour market, whose complex set of circumstances suggest they are less likely to benefit effectively from mainstream support.
We are looking for a service provider to deliver evaluation and learning services for the Making it Work programme as follows:
— Work Stream 1: deliver five bespoke partnership level evaluations;
— Work Stream 2: conduct an overall programme evaluation drawing on the partnership level evaluations and any other proposed data sources and evidence.
— Work Stream 3: deliver learning activities for partnerships to share learning and good practice. We would expect other stakeholders such as organisations delivering similar work with children and families to be invited to attend the learning events.

The Big Lottery Fund has a budget of GBP 200,000 (including VAT) for completion of the services and bids in excess of this will be excluded as unaffordable. However, the Big Lottery Fund reserves the right to award further similar work to the successful bidder under this contract up to the value of GBP 250,000 (including VAT) over the term of the contract.

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. The Contracting Authority will require the lead partner to be responsible for completing the contract on behalf of the consortium and enter into a contract with the Contracting Authority.

Information and formalities necessary for evaluating if the requirements are met: Bidders must confirm that the circumstances set out in Article 45(1) and 45(2) of Directive 2004/18/EC or or Regulation 23(1) or 23(4) of the Public Contracts Regulations 2006 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.
III.2.2)Economic and financial ability
Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows: In order for us to carry out this assessment please provide copies of last 3 year’s audited accounts and annual reports to include:
— Balance Sheet;
— Profit and Loss Account and Cost of Sales;
— Full notes to the accounts;
— Director’s report/auditor’s report.

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
(2) Bids that exceed GBP 200,000 (including VAT and expenses) will be considered unaffordable and will be excluded from further consideration in the the tender process.

A bidder’s failure to achieve any of the following minimum requirements will result in the bidder being excluded from further consideration in the competition:
(1) As a minimum, the bidder must have 3 years relevant experience successfully delivering similar contracts of this type, value and complexity including experience of conducting high quality research and evaluation with lone parents with complex circumstances that are similar to those faced by lone parents in Scotland. Bidder’s will be required to submit evidence demonstrating this as part of their tender submissions.
(2) As a minimum the bidder must submit a complete tender in accordance with every instruction and requirement set out in the ITT.
