The organisation (Contractor) appointed to provide the Managed ANSP contract at Birmingham Airport would hold the Air Traffic licence, i.e. ANSP certification designated for Birmingham Airport, whilst the Airport would employ and supply the required level of ATS staffing. There is an option to also include a managed ANSP service for Coventry Airport within the scope of this contract.
The Contractor would:
1) Be a certified ANSP provider under Commission Implementing Rule (EU) No 1035/2011.
2) Be a certified Training Organisation under Commission Regulation (EU) No 805/2011.
3) Provide staff training and oversight of their SMS, QMS and SecMS.
4) Produce the following documentation, to the satisfaction of the Civil Aviation Authority (CAA), in order to achieve Designation at Birmingham Airport:
a) 1035 Compliance Matrix;
b) Safety Management System;
c) Quality Management System;
d) Security Management System;
e) 805 Compliance Matrix;
f) Unit Training Plan;
g) Unit Competency Scheme;
h) Manual Air Traffic Services Pt 2;
i) Maintenance Exposition.
The same criteria would also be required for the Coventry Airport option.

The appointment of the contractor will be for a three year term with the option to extend for up to an additional period of 12 months.
Tenderers should note that the scope of this contract has the option to include Coventry Airport within it.
Birmingham Airport will not be liable for expenses and costs incurred by organisations in respect of the preparation and submission of expressions of interest and tender documentation.
Birmingham Airport reserves the right to modify or cancel this procurement exercise at any time. In such an event Birmingham Airport will not be liable for expenses and costs incurred by suppliers in respect of the preparation and submission of expressions of interest and tender bids.
