An on-site service is required, which enables the provider to deal with inductions, interviews and all aspects of administration regarding temporary workers on-site. This would enable the provider to respond flexibly to Ofcom’s recruitment needs, as certain Line Managers within Ofcom will have varying ownership expectations as to the end-to-end recruitment process.
Ofcom has c.800 permanent colleagues. On an annual basis, the volume of the temporary recruitment can vary. Below is information on the number of placements in the last three years and the departmental/skill areas of the placements. Based on current forecasting, we see the annual requirement very much aligned to the recent annual trends tabled below. However, depending on projects in any given year, the MSP must be able to scale the service up or down appropriately to meet the needs of the business.

— establish a variety of modern, cost effective sourcing methods that will attract high quality candidates to a range of roles from back off support to specialist contractors;
— establish an efficient and timely Candidate Selection process (eg pre-screening, interviews, assessment centres etc);
— adhere to strict governance practices including; checking all candidates right to work documentation; pre-employment screening, criminal history and security checks;
— ensure a positive candidate and colleague experience throughout the colleague’s duration at Ofcom;
— update and maintain Ofcom’s Human Resource Information Systems (HRIS), and the storage of all new starter documentation accurately and appropriately. Develop and maintain a current and up to date Job template library;
— provide and have full ownership and control of an electronic time-sheet system. Regularly and actively solicit feedback from colleagues, Line managers and the Ofcom Sponsor;

Where issues regarding the award cannot be resolved between Ofcom and the tenderer, the Public Contracts Regulations 2015 allow for appeals to be brought before the High Court of England and Wales. Any such appeal must be brought promptly and in any event within 3 months.
