Muir requires a Managed Wide Area Network installing that connects all their office locations and in addition to this requires an Internet service that is either managed or not. The router needs to be managed, but Muir need to have access to these routers to be able to monitor the WAN using SolarWinds. The circuits need to provide both Class of Service (CoS) and Quality of Service (QoS) because Microsoft Lync (Voice and Video) and Cisco IP Telephony is run across the WAN for both internal staff and external customers.
The existing ISDN circuits need to be replaced with a resilient SIP service. Muir’s existing Cisco Voice routers are licensed for SIP and have the Plug in Modules that will provide connectivity to the SIP Trunks.
Muir requires an Internet circuit installing at their Head Office in Chester.
For the schemes and the other offices we require guest and resident traffic to breakout locally, corporate devices / traffic needs to breakout through the central internet connection. For local breakout a wire only connection is required. Muir will provide the router.
The minimum service requirements are as follows:
— The supplier must be able to provide and support WAN services and hardware at all the locations detailed above.
— The supplier or their WAN partner must operate a 24/7 x 365 staffed network operations centre.

Description of particular conditions: Service Levels will be agreed with the provider for each type of circuit provided. Failure to meet these agreed SLAs will result in the supplier providing Service Credits. Repeat and/or continued failure to meet the agreed SLAs could result in the contract being terminated.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
