Portsmouth City Council is inviting tenders from individuals and provider organisations for this project.
The scope of which will comprise of, but may not be limited to, a Framework of Associate Providers (APs) to deliver a broad range of specialist skills at both a strategic and operational level for either Local Authority Core Functions (statutory or strategic), or school based curriculum, governance, leadership, interim management, coaching, advisory, review, training or consultancy activities.
The provisional start date of the Framework is intended to be January 2014, and it will operate for up to 4 years (with a minimum duration of 2 years). Potentially, up to 20 000 000 GBP of work may be commissioned under this Framework during its operation.

II.2.1)Total quantity or scope:

The scope of this project is to create a Framework of Associate Providers (APs) to deliver a broad range of specialist skills at both a strategic and operational level which generally cover Local Authority Core Functions (statutory or strategic), or school based curriculum, governance, leadership, interim management, coaching, advisory, review, training or consultancy activities.
The estimated value of potential work under the Framework is estimated to be between 3 600 000 GBP and 20 000 000 GBP, however the value of individual call offs under the Framework will vary, dependant on circumstances.
The initial contract period will be for 24 months, extendable in 12 month increments to a maximum of 48 months (2 + 1 + 1 years), subject to performance and agreement of all parties.
Note that individual call offs under the Framework may be commissioned by the Council, but they may also be commissioned by the Council on behalf of individual schools. The Framework may be accessed by any school within the boundaries of the City of Portsmouth, including maintained, non-maintained, Academies and Free Schools. If a school should choose to become an Academy or Free School over the life of the Framework, they may continue to access the Framework for school improvement services. Where a school chooses to access the Framework, the Council will administer the call off on the school’s behalf, acting as the school’s agent.
3 600 000 GBP represents the current budget for Council commissioned work over the next 4 years. The remaining 16 400 000 GBP consists of undefined school spend.
Note that although the Council has set a nominal number of participants in the Framework at 100 for the purposes of completion of the OJEU Notice, the Council is assigning NO limit to the number of participants. Any tenderer who meets the minimum criteria for a Skill (or Skills) will join the Framework and be entitled to deliver call offs under that Skill (subject to further competition).
The Council recognises that there are a number of specialisms within school improvements. The Council has designated these ‘Skills’ under the Framework. Tenderers may bid to deliver ANY Skill(s) they choose under the Framework. A comprehensive list of Skills has been included within the tender documentation, but in summary they may include, but are not limited to;
— working to improve teaching methods through a variety of ways,
— coaching and mentoring,
— review and analysis work,
— acting as a School Improvement Partner or Education Improvement Officer,
— support of leadership teams & Governors,
— supporting Schools during Ofsted and HMI inspections,
— progressing Governance skills,
— providing SEN & Vulnerable Groups experience and support,
— supporting conversion to Academy or Trust status,
— assisting with Headteacher Appraisal/Appointment,
— securing improvement across all/any Ofsted indicators at schools designated Grades 1-4,
— SENCo roles,
— supporting Interim Executive Boards,
— acting as an Interim Headteacher.
