Description of the contract

The Air Platform Systems (APS) Project Team (PT) maintains a pool of MOD owned military radio equipment, test equipment, test fixtures and rigs and the associated manuals and software (the Risk Reduction Pool) to allow the bench and field testing of military radios for compliance with interoperability standards. APS PT requires a Government Furnished Assets Management (GFAM) Contractor to provide management of and secure storage for this equipment. The GFAM Contractor shall be required to ensure rapid availability (delivery to QinetiQ Ltd, Malvern Technology Centre, St Andrews Road, Malvern, Worcestershire, WR14 3PS within 1 working day) of GFA from the Control Store during the normal working hours of Monday to Thursday 08:30 to 17:00hrs, excluding public holidays and Friday 08:30 to 16:30hrs. This management task shall include, but not be limited to: • day to day recording of Government Furnished Assets (GFA) utilising a database toolset; • provision of secure storage for up to 300 items, including up to 35 cryptographic equipment; • management of control store access procedures; • receipting GFA to the Contractor’s facility and informing APS PT when GFA is received without the correct documentation; • visual inspection of new items on receipt; • internal movement records; • visual inspection on dispatch and receipt; • reporting damage to loaned items; • external reporting as required; • processing of MoD and third party loan agreement paperwork; • arranging the transportation of equipment held in the Risk Reduction Pool. Cryptographic Management: The GFAM Contractor is required to provide management and secure storage facilities for approximately 35 items of high grade cryptographic equipment and the key material required for operation of this equipment. Storage of this equipment shall be in accordance with JSP 490 Defence Cryptosecurity Operating Instructions. The prerequisites for consideration for involvement in this requirement are that all personnel to be employed on this task shall possess a basic national security clearance in accordance with The Security Policy Framework (SPF). In addition the personnel in charge of the cryptographic equipment shall also possess the enhanced security clearance required for the handling of such equipment, and shall have undertaken the training required to ensure compliance with security regulations in accordance with JSP 490 and the SPF.
