This is an open tender process and any interested party may tender. Manchester City Council wishes to procure a full range of financial services and the Council’s requirements will be divided into 6 Lots; Financial Advice Services, Corporate Finance and Venture Capital Services, Tax Advisory Services, Accounting Services, Audit Services and Pension Services. The Framework Agreement will be awarded for an initial term of a 2 year period with an estimated contract value to be in total 2 000 000 GBP with an option to extend on for up to a further 2 years with an estimated contract value of 2 000 000 GBP. The anticipated commencement date of the Framework Agreement will be 1.4.2016. Participants should note that there will be no guaranteed volumes under any framework agreement awarded. The Council reserves the right not to award any Framework Agreement as a result of the procurement process initiated by publication of this notice and in no circumstance will the contracting authority be liable for any costs incurred by candidates. The Council is using the e-business portal known as THE CHEST (www.the-chest.org.uk) to conduct the procurement exercise. To gain access to the invitation to tender documents, tenderers will need to register their company details at the above website. Once registered, tenderers will be emailed a log-in and password which will allow tenderers to gain access to the qualification questionnaire and invitation to tender documents. Tenderers will need to electronically submit their completed tender documents and accompanying documentation via the on-line portal by 2 pm on 2.3.2016, as referred to in IV.3.4. Any supplier clarification queries must also be submitted via THE CHEST website. Under the Framework Agreement the supplier will be required to actively participate in the economic and social regeneration of the locality of, and surroundings of, the place of delivery of the service. Therefore selection and award criteria, specification requirements and performance conditions may relate in particular to social and environmental considerations.
