NOMA is the mixed-use redevelopment project being led by The Cooperative Group. It will transform 20 acres of Manchester’s Northern Gateway into a remodeled and truly mixed use area anchored by large corporate office occupiers, retail, residential and leisure users. NOMA will be built at a cost of 800 000 000 GBP over 10-15 years on land owned by The cooperative group in the north of Manchester’s city centre. The Cooperative Group’s principle of ‘profit for a purpose, putting people and communities first’ is at the heart of NOMA.
The works shall provide a new high quality and vibrant public realm area for NOMA comprising circa 4 000 m². The current site is a brown field site located adjacent to the new cooperative head office on Miller Street. The scope of the works shall include site establishment, site preparation, breaking out exiting hard standings, cut and fill across to the site to provide formation levels and the removal of any below ground obstructions, contamination and knotweed located on the site. The isolation and removal of any existing services and the installation of new drainage, irrigation systems for plantings and electrical feeds and lighting columns. The construction of new planters, all new hard landscapes areas, street furniture and the completion of all planting, trees and grassed areas.
This contract is being advertised on a voluntary basis as its total estimated value is below the current financial threshold for the application of the procurement rules. The structure of the procurement will be based upon the accelerated restricted procedure.

Manchester is experiencing an expansion of its economic footprint in all directions. Developments such as Spinningfields, Piccadilly Quarter and Central Spine have helped to establish office locations outside the core business district area but, importantly within the regional centre.
The Cooperative plays an important role in Manchester. It is a major employer, influential landowner and its buildings have chartered the fortunes and aspirations of both the city and the movement. The Cooperative’s location in the North of the city is another example of where the city centre’s footprint can be extended to meet with future demands.
The development of new commercial areas has seen the evolution of Manchester City Centre from a one centre model to a polycentric model. The Cooperative is located at the heart of a new emerging commercial destination which is the City Centre North. The City Centre North area is establishing itself as a new commercial quarter with a number of new properties being developed.
The Cooperative Group is leading a strategic regeneration initiative for the Northern Gateway to the City of Manchester.
The vision is a transformation of a 20-acre site including the Cooperative Group’s existing building stock in the area and will include the construction of a new Cooperative Group head office. The contracting party for the contract being procured by this tender will be ‘The Cooperative Group Limited’.
The Cooperative working in partnership with Manchester City Council is looking to procure a public works contract.
The contract will be for [works], to provide a high quality public realm in accordance with the design for public realm across the masterplan area, including a new public square within the masterplan between the new Cooperative Group Head Office and Miller Street and the immediate surrounding area. The works shall provide a new high quality and vibrant public realm area for NOMA comprising circa 4 000 m². The Cooperative reserves the right not to award any contract as a result of this procurement process initiated by this notice and will not be liable for any costs incurred by candidates.
