Manufacture and Supply of Wheelhouse Windows for Royal Marine Landing Craft:
i. It is currently envisaged that a total of up to a total number of 88 windows of different types and sizes will be required.
ii. ii. The successful Tenderer will be required to manufacture one boat set (comprising of 11 different types and sizes of windows) for trial fit to an Landing Craft Utility (LCU) MK 10 prior to proceeding with manufacture of the remaining windows.
iii. All windows shall comply with the requirements of BS ISO 3903:2012 (Ships and marine technology. Ships’ ordinary rectangular windows) and shall be of the framed, bolt in type. Two types of windows are required, fixed and outboard opening controlled inboard.
iv. Frame material to be of salt water corrosion resistant aluminium alloy.
v. All windows shall be fitted with ballistic glass to 7.62 x 39 ball @200m with a toughened pane on the outside complying with BS ISO 614:2012 (Ships and marine technology — Toughened safety glass panes for rectangular windows and side scuttles.) with the inner most pane being electrically heated suitable for de-misting and complying with BS ISO 3434:2012 (Ships and marine technology. Heated glass panes for ships’ rectangular windows) and MUST be fitted with a temperature regulator, the operating voltage shall be 115V with a heating capacity of 3-5 watts per DM2.
vi. Following Award of Contract and prior to delivery of any windows, a sample window (selected from the production batch) shall be tested in accordance with the provisions of Def Stan 20-3. The MoD reserves the right to witness one or all of these tests. The successful Tenderer shall provide MoD with a copy of the test certificate confirming successful completion of all required tests.
vii. All windows are subject to Lloyds Register of Shipping approval and shall be inspected prior to delivery to the yard.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

The PQQ will contain questions aimed at assessing the capability of each Company to manufacture and supply the Wheelhouse Windows to MoD and enable the Authority to down select to a maximum of 6 suppliers to whom an Invitation to Tender (ITT) may be issued.
PQQ evaluation will be conducted using, as a minimum, potential bidders legal status, economic and financial standing, and technical and professional ability.
