Humber NHS Foundation Trust are looking to undertake a market engagement exercise to identify the feasibility and options of external providers undertaking the management of our existing in house provided IT service.
We are interested in understanding the type of options that the marketplace can offer and also the ability to offer innovative solutions which do not simply replicate our existing structures, processes and spending profiles. The main objectives of the study are to try and ascertain if an external provider can provide an IT solution which reduces our current total cost profile by a combination of reduction in capital investment, improved efficiencies in processes, benefits of aggregation and innovative practices. The market engagement will help us identify the potential scope of any future procurement undertaking in this area and we use this exercise to develop a potential specification, to be used in any future procurement exercise, depending on the results of the consultation.
We are looking for the market to provide insight and advice to us so that we can identify a solution which incorporates the following elements:-.
— IT Helpdesk support,
— Network infrastructure and maintenance,
— Project support and implementation,
— Technology refresh,
— Future proofing of systems and software,
— Communications,
— Mobile/disconnected working.
To provide some detail of our current solution we have nearly 1 800 devices serving 3 600 users. We also currently handle around 2 200 helpdesk calls to our central IT support centre a month. We are quite geographically diverse and have over 50 sites spread throughout the East Riding of Yorkshire and Kingston upon Hull area. Humber NHS Foundation Trust provide a full range of Mental Health, Addiction, Learning Disability and Community support services to the population of the areas mentioned.
Suppliers should note that, as one of the objectives of the market engagement exercise is to allow Humber NHS Foundation Trust to evaluate whether any proposed procurement approach is feasible, seen as an attractive opportunity for the market and can be delivered by suppliers. We wish to engage with the market in a structured but informal way and we would ask that initially you respond via the method described below but do not approach any individual or team within the Trust. Humber NHS Foundation Trust is committed to ensuring fairness and transparency in all of its procurement activities. This prior information notice (PIN) is issued solely for the purpose of conducting a market engagement exercise and does not constitute a commitment by the Trust to undertake any procurement exercise in the future. Any interested parties will not be prejudiced by any response or non response to this market engagement exercise and a response to this PIN does not guarantee any invitation to participate in this market engagement exercise or any future procurement that may be undertaken.
This PIN does constitute a call for competition to procure any goods, services or works for Humber NHS Foundation Trust and the Trust is not bound to accept any proposals offered. The Trust is not liable for any costs, fees or expenses incurred by any party undertaking this market analysis.
