Description of the goods or services required

Scottish Enterprise is looking to commission a research consultancy to produce eight market opportunity reports for key Oil and Gas markets around the world. SE recognises that eight reports will require significant resource and anticipates production of four reports in an initial tranche followed by four reports in a second tranche to be realistic.

It is envisaged that each report will be produced in two parts:

-Part 1 – Country Overview

This section will cover general information about how to do business in a particular country or region. It will cover topics such as:

-How to conduct business

-Market entry information

-Legal and corporate legislation including tax, local content and visas

-General overview covering demographics and political information.

The selected countries will be communicated at the project inception meeting with the successful supplier.

-Part 2 – Business Opportunities for Scottish Oil & Gas Supply Chain

This section will identify specific business opportunities available to Scottish supply chain companies in various sub-sectors in each of the relevant countries and/or geographies.

The sub-sectors are yet to be confirmed but may cover areas such as:

-HSE

-Pipelines

-Pumps and valves

-Environmental management

-Drilling,downhole and well management

-Subsea engineering

Total quantity or scope of tender

It is anticipated that the contract will be awarded end of March 2014. The initial four reports have to be produced end of May 2014 and the final four by end of June 2014.

The budget range for this piece of work is estimated to be between £40,000 and £66,000 excluding VAT.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Amongst other matters, due to the value and assessed risk associated with this commission, tenderers will be required to demonstrate a minimum average turnover of £66,000 over the last two years for which accounts/financial statements are required.
